Does Congress really favour social justice or is it only a election strategy?

Congress is in power in Rajasthan, Chattisgarh, Himachal Pradesh and Karnataka. And in all these states Congress endorsed caste census. Caste is the reality of Indian historical tradition but justice is not. But question arises that-

1. Chattisgarh comprises around 30% of the schedule caste population. Congress has courage to announce Aadivasi CM in Chhattisgarh?
2. Madhyapradesh comprises 20% schedule caste population. Congress has courage to announce Aadivasi CM in Madhyapradesh?
3. How many national general secrataries of Congress party belongs to SC, ST& OBC?
   4.From the independence,how many President of Congress belong to SC, ST& OBC?
4. How many PCC president today belongs to SC, ST & OBC?
5. Why Kamalnath is CM face of Madhyapradesh ,why not Kantilal Bhuria or Umang Singar?
6. How many tickets Congress give from  unreserved seat to SC and ST? Why SC and ST could not contest election from unreserved seats?

These are the questions before Congress party ,it will justify the question that demand of social justice is really heart and soul of the Congress or it is only a Chunavi Julma??
